Program Director – Lead Strategic Development Programs

About the role

CARE International Rwanda is seeking an experienced Program Director to provide strategic leadership for its portfolio of development programs aimed at vulnerable women and girls across Rwanda. As a senior manager, you will shape the organization’s strategic direction, foster innovation, and ensure high‑quality program delivery.

Key responsibilities

• Lead the design, implementation, monitoring, evaluation and learning of multi‑donor funded programs.
• Mobilize resources, manage multi‑million‑dollar budgets, and ensure donor compliance and value‑for‑money.
• Build and maintain partnerships with donors, government agencies, implementing partners and other stakeholders.
• Drive organizational change, introduce new ways of working and promote a culture of accountability and learning.

Required profile

• At least eight years of progressive senior management experience in the development sector.
• Strong understanding of economic development, poverty analysis and sustainable development programming.
• Proven experience in emergency response, policy engagement and advocacy at local, national and international levels.
• Commitment to gender equality, social justice and the empowerment of women and girls.

Required skills

• Financial management of complex budgets.
• Proposal writing and report writing.
• Fundraising from bilateral and multilateral donors.
• Risk management and donor compliance.
