WASH Officer – Rwanda

About the role

Raising The Village is seeking a WASH Officer to lead the delivery of its water, sanitation and hygiene programme in Rwanda. The role combines engineering responsibilities for infrastructure with community‑led behaviour‑change activities to ensure sustainable impact.

Key responsibilities

• Lead the full WASH project cycle from needs assessment, technical design and cost estimation to implementation and post‑construction sustainability.
• Design and supervise construction of water supply systems (boreholes, spring protection, piped schemes) and sanitation facilities.
• Develop and manage procurement processes, including RFP preparation, bid evaluation and contract administration.
• Coordinate community mobilisation and hygiene‑behavior change programmes in line with the RTV WASH Implementation Framework.
• Collaborate with implementation teams, data‑planning‑evaluation units, operations and local government authorities.

Required profile

• Demonstrated experience in WASH infrastructure design and implementation.
• Experience in community engagement and behaviour‑change initiatives.
• Ability to work collaboratively with multidisciplinary teams and government partners.
