About the role
Allied Talent Partners is seeking a senior Sustainable Cities & Urban Infrastructure Specialist to support a climate‑finance framework assignment. The specialist will be mobilised on‑demand to evaluate urban climate and municipal‑infrastructure opportunities across water, drainage, waste, mobility, buildings, public spaces and nature‑based solutions, primarily for projects in Rwanda.
Key responsibilities
- Assess prioritized sustainable‑cities and urban‑infrastructure concepts, identifying gaps that affect investment readiness.
- Contribute to pre‑feasibility and feasibility studies covering demand, service levels, climate hazards, technical options, phasing and lifecycle considerations.
- Develop or validate technical parameters, cost assumptions, schedules, risks and mitigation measures for investment cases and investor materials.
- Prepare technical assessment notes, option analyses, terms of reference, project‑preparation action plans and conduct knowledge‑transfer sessions.
Required profile
- Advanced degree in urban planning, civil or environmental engineering, infrastructure planning, municipal finance, architecture or a closely related field.
- At least 10 years of experience in sustainable urban development, climate‑resilient infrastructure or municipal services, with demonstrated work on concept to investment‑readiness stages.
- Proven experience advising city or national governments, utilities, development partners, DFIs, investors or infrastructure operators in sub‑Saharan Africa, preferably Rwanda or East Africa.
