National Consultant – Blue Economy Roadmap Review (Seychelles)

About the role

The Economic Commission for Africa is seeking a national consultant to lead data collection, stakeholder engagement and reporting for the review and update of Seychelles' Blue Economy Strategic Policy Framework and Roadmap. The assignment will support the Department of the Blue Economy in refining policies, priorities and implementation plans for the next phase of sustainable marine development.

Key responsibilities

• Develop a stakeholder consultation framework, identifying key groups, methods, timelines and data‑collection approaches.
• Design and finalise survey questionnaires, interview guides and workshop materials to capture qualitative and quantitative inputs.
• Conduct stakeholder interviews, facilitate workshops, administer surveys and systematically document responses.
• Prepare consultation reports summarising participation, key issues, opportunities and sector‑specific perspectives.
• Analyse feedback to identify emerging priorities, policy gaps and implementation challenges.
• Formulate evidence‑based policy recommendations and assist in drafting the new Blue Economy Strategic Policy Framework and Roadmap.

Required profile

• Master’s degree in Public Policy, Economics, Blue Economy, Marine Science, Environmental Management, Development Studies or related field.
• Minimum 3 years of relevant project‑management experience.
• Experience in marine conservation, sustainable development or international development is highly desirable.
• Previous work with national institutions or in a multicultural/international organisation is an asset.
