Bid & Proposal Consultant

About the role

QT Global Software Ltd is seeking a Bid & Proposal Consultant to establish and manage a structured bid management function. The consultant will work closely with the Partnerships & Business Development team and other internal units to secure strategic technology and digital transformation contracts, especially outside Rwanda.

Key responsibilities

• Monitor local and international procurement platforms, identify relevant opportunities and maintain a bid pipeline.
• Assess each opportunity for strategic fit, technical feasibility, risks and commercial potential, providing Bid/No‑Bid recommendations.
• Develop bid strategies, win arguments and coordinate proposal development, including schedules, responsibility matrices and content integration.
• Create compliance matrices, conduct quality reviews and ensure timely submission of proposals.
• Gather market intelligence, track competitor activity and recommend priority sectors and partnership opportunities.
• Establish a reusable knowledge repository of company profiles, templates, case studies and lessons learned.

Required profile

• Rwandan citizenship as the posting is limited to Rwandan candidates.
• Proven experience in bid management, proposal development and procurement processes, preferably in the technology or digital transformation sector.

Required skills

• Bid management and proposal development expertise.
• Strong understanding of government, donor and international procurement requirements.
