Advisor, Tourism Competitiveness & Investment Facilitation

About the role

The Tony Blair Institute, in partnership with the Rwanda Development Board, seeks an Advisor to strengthen Rwanda’s tourism competitiveness and investment facilitation. Embedded within the RDB, the role bridges policy, operations, and investors to improve hospitality standards, diversify tourism products, and streamline investment processes.

Key responsibilities

• Diagnose gaps in hospitality inspection, service quality, and regulatory enforcement, and design practical tools and frameworks to address them.
• Develop a tiered hospitality service quality standards framework and accompanying inspection operations guide.
• Map Rwanda’s current tourism product offering, identify priority gaps, and build a structured pipeline of diversified tourism opportunities.
• Create and operationalise investor assessment frameworks, journey maps, and monitoring trackers to evaluate and manage tourism investments.
• Establish coordination toolkits, templates, and protocols to embed systematic collaboration across tourism, investment, and regulatory teams.

Required profile

• Delivery‑oriented professional with experience in tourism policy, hospitality regulation, and investment facilitation.
• Proven ability to design and implement practical tools, frameworks, and operational guides.
• Strong analytical skills to assess service quality gaps, market bottlenecks, and investor proposals.
• Excellent stakeholder management skills to work with government ministries, tourism offices, and private sector partners.
