Transition Management Advisor – Rwanda

About the role

The Transition Management Advisor supports Rwandan government agencies in overseeing the drawdown of U.S. global health programs and guiding the shift of U.S. government‑supported health activities to local ownership. The role ensures that the transition plan safeguards progress made under U.S. foreign assistance while aligning with executive orders and directives.

Key responsibilities

• Co‑chair the MOU Oversight Committee and the Transition Management Unit (TMU).
• Lead development and implementation of Rwanda’s global health programming transition plan.
• Build and maintain relationships with government officials, multilateral institutions, NGOs, and the private sector.
• Organise regular stakeholder meetings to coordinate planning, execution, and monitoring.
• Provide technical guidance to create a streamlined, duplication‑free transition roadmap.
• Track deadlines and milestones for hand‑over of programs, resources, and infrastructure.
• Identify process improvements using data, reports, and stakeholder feedback.
• Monitor progress and alert partners to setbacks that could affect successful implementation.
• Ensure transparent use of health funds and robust M&E practices.
• Communicate publicly, in coordination with the Government of Rwanda, the purpose, objectives, timelines, and status of the transition.

Required profile

• Extensive experience in managing large‑scale, multi‑partner health programs.
• Proven ability to work with government agencies and international donors.
• Strong verbal and written communication skills.
• Strategic leadership and project‑management expertise.
