Zero Out of School Children Project Director

About the role

The Zero Out of School Children (ZOOSC) Project Director provides overall leadership of a child safeguarding project in Rwanda, covering project design, implementation, monitoring, learning and reporting against the results framework and performance monitoring plan. The role reports to the Director of Programme Operations and works closely with the SCI Senior Management Team and MINEDUC, as well as Save the Children US and the Country Office.

Key responsibilities

• Coordinate consortium partners, project staff and stakeholders to deliver quality results on time and within budget
• Lead planning, implementation, monitoring and reporting, including work plans, Detailed Implementation Plans, performance monitoring plans and semi-annual and expense reports submitted to EAC
• Oversee budget use, monthly award reviews and segregation of duties to protect financial and administrative integrity
• Manage the consortium and partner work plans, budgets and reports, and lead consortium meetings
• Represent the project in government, education, donor and partner forums and technical working groups, building government ownership and sustainability
• Provide technical leadership on out-of-school children identification, enrolment, retention, inclusive education, SBCC and teaching and learning quality
• Support MEAL systems for enrolment and attendance tracking of out-of-school children
• Ensure compliance with donor rules, SCI procurement, finance, anti-fraud and audit requirements, and timely closure of audit findings
• Lead, coach and develop a multidisciplinary team, review timesheets and ensure background checks for all consultants

Required profile

• Master's degree in Education or a related discipline
• At least 8 years of technical and management experience in education programmes
• Expertise in two or more of: teacher training, inclusive education, SBCC, dropout prevention, teaching and learning materials
