Regional Tourism Consultant

About the role

The United Nations Economic Commission for Africa (UNECA) is recruiting a Regional Tourism Consultant for its Sub-regional Office for Eastern Africa (SRO-EA) in Kigali. The consultant will provide technical support to Member States of IGAD and to IGAD itself to strengthen the implementation of the Sustainable Tourism Master Plan (STMP) 2024-2034, which was adopted by IGAD Ministers in September 2024. The expected duration is 4 months, under the direct supervision of the Programme Manager.

Key responsibilities

• Prepare an inception report on the understanding of the terms of reference and an assessment of existing tourism quality and standards in the IGAD region.
• Facilitate a capacity-building workshop on implementing the IGAD STMP 2024-2034, including a workshop report on implementation progress.
• Prepare an implementation status report covering progress, key achievements, challenges and actions needed to reach the STMP's intended outcomes.
• Prepare a draft IGAD tourism classification and standards report.
• Facilitate a stakeholder validation workshop of the STMP progress report and the tourism classification and standards, and prepare the final reports.

Required profile

• Advanced university degree (Ph.D. preferred) in tourism, economics or another relevant field.
• Demonstrated experience formulating tourism development instruments at national, regional and continental levels in Africa.
• Publications in the field of sustainable tourism development in Africa.
• Good evidence of research and publications on tourism-related issues.
• Knowledge of tourism strategy formulation at national, regional and continental levels in Africa.
• Preferred working language: English; English and French are the working languages of the UN Secretariat.
