Job description
About the role
The International Organization for Migration (IOM) is hiring a Protection Associate for case management in Kigali, Rwanda. Reporting to the Head of Programmes and directly to the Protection Coordinator, with technical support from the GAVR Protection Coordinator or Senior Return Specialist when needed, the postholder provides individual protection screening, case management and coordination of referrals for vulnerable migrants.
Key responsibilities
- Facilitate individual protection screening of vulnerable migrants using IOM's standard tools to identify risks and vulnerabilities, and document their basic and specific needs.
- Coordinate with a multi-disciplinary team, prepare individual case management plans and record referral actions with migrants' full participation, using culturally, age- and linguistically-appropriate communication.
- Provide individualised assistance, process referrals for specialised services (consular, health, psychosocial, voluntary return, family tracing, risk assessment and others), and monitor and document progress and case records.
- Coordinate case management with other IOM Country Offices, the Regional Thematic Specialist, the Migrant Health Unit and other units, including remote counselling, consular assistance, post-arrival support, AVR movements and access to documentation.
- Apply IOM's protection principles and case management procedures, keeping confidentiality and data protection, and ensuring equitable, inclusive access and informed participation.
- Maintain accurate, timely case notes in IOM's case management systems (including MiMOSA and programme-specific tools).
- Compile case information and help the MHPSS Response Officer prepare reports, summaries, lessons learned and monitoring of protection indicators.
- Undertake duty travel and attend meetings with related units or stakeholders when required.
Required profile
- Bachelor's degree in Social Sciences, International Relations/Affairs, Research, Law or a related field, with three years of relevant professional experience; or high school diploma with five years of relevant experience.
- Experience in protection case management, including for survivors of gender-based violence and human trafficking and children at risk, in humanitarian or migration contexts.
- Experience working with vulnerable persons, ideally returnees or deported migrants with complex needs.
- Experience referring cases and coordinating with local protection actors, NGOs or government services.
- Experience in programmes with a movement operations component is an advantage; experience with IOM or other UN agencies, especially assisted voluntary return and reintegration, is preferred.
