Project Officer – Climate‑Smart & Agriculture

About the role

The European Union Delegation in Kigali is seeking a Project Officer to support climate‑smart and agricultural initiatives. The position is based in Kigali and reports to the Head of the Cooperation Section and the Team Leader for Green and Digital Transition.

Key responsibilities

• Support policy development by analysing sector trends, monitoring national policies and preparing briefing materials.
• Assist in the full project cycle – programming, design, implementation, monitoring, evaluation and closure – in partnership with the Rwandan government and other stakeholders.
• Manage project administration, including procurement processes such as drafting terms of reference, launching tenders and evaluating proposals.
• Coordinate and monitor the EU partnership portfolio, identifying financing opportunities and ensuring alignment with EU agencies and Directorates‑General.
• Prepare reports, publications and speeches for the Delegation and maintain liaison with relevant EU bodies.

Required profile

• Relevant experience in project management, policy analysis or implementation within the environment, agriculture or climate‑related sectors.
• Familiarity with EU procurement rules and partnership frameworks.
• Ability to work under the supervision of senior staff and collaborate with a small, multidisciplinary team.
• Willingness to work occasional atypical hours as required.
