Project Officer – Climate‑Smart Agriculture

About the role

The European Union Delegation in Kigali is seeking a Project Officer to support climate‑smart and agricultural initiatives. Reporting to the Head of the Cooperation Section and the Team Leader for Green and Digital Transition, the officer will contribute to policy development, sector analysis, and project management across the environment and agriculture domains.

Key responsibilities

• Develop policy briefs and support sector analysis for strategic EU interventions.
• Monitor national trends, policies and data to inform EU strategy and reporting.
• Maintain liaison with European Commission Directorates‑General and EU agencies.
• Manage the full project cycle – programming, design, implementation, monitoring, evaluation and sustainability.
• Assist procurement processes, including drafting terms of reference, launching tenders and assessing proposals.
• Coordinate and monitor the EU partnership portfolio, including activities of Member State agencies.
• Identify financing opportunities through regional programmes and monitor the European Fund for Sustainable Development.

Required profile

• Experience in project management within environment or agriculture sectors.
• Ability to analyse data and trends to support policy and strategic decisions.
• Strong coordination skills to work with government, partners and EU bodies.
• Flexibility to adapt to changing delegation needs and occasional atypical working hours.
