Planning, Monitoring & Evaluation Technical Advisor

About the role

The Planning, Monitoring & Evaluation Technical Advisor will support the Youth Entrepreneurship in Agriculture project in Rwanda. Reporting to the Monitoring, Evaluation and Learning (MEL) Manager with a dotted line to the Project Manager, the advisor provides M&E technical guidance and leads quality‑assurance processes to ensure the project meets its Theory of Change and donor requirements.

Key responsibilities

• Lead quality assurance of Monitoring & Evaluation at the project level.
• Develop, review and update the project’s MEL plan and framework.
• Facilitate “Pause and Reflect” sessions to align performance outcomes and indicators in LogAlto.
• Coordinate annual work planning, data collection, analysis and progress reporting.
• Deliver MEL training and capacity‑building for project staff.
• Co‑develop M&E frameworks, manage results reporting and oversee the M&E data management platform.
• Conduct M&E health checks and support project design and inception phases.

Required profile

• Master’s degree in Economics, Project Management, Monitoring & Evaluation or a related field.
• At least 5 years of experience in planning, monitoring and evaluation within the development sector.
• Proven expertise in both qualitative and quantitative analysis and socio‑economic modelling.
• Strong ability to manage, analyse and communicate data effectively.
