Economist – Student Financing Expert

About the role

Chancen International is seeking an Economist with expertise in student financing to lead a national situation analysis for Rwanda’s Higher Education Council. The assignment will support the development of a comprehensive, sustainable financing framework for higher‑education learners.

Key responsibilities

• Conduct a thorough analysis of the current student financing landscape in Rwanda, including loans, scholarships, and income‑share agreements.
• Benchmark Rwanda’s financing mechanisms against regional and international best practices.
• Prepare evidence‑based recommendations for a new National Student Financing Model Framework and operational guidelines.
• Collaborate closely with HEC officials, government stakeholders, and Chancen International staff to ensure alignment with national strategies.
• Deliver a final report and presentation summarising findings, benchmarks, and policy recommendations.

Required profile

• Advanced degree in Economics, Public Policy, or a related field.
• Proven experience in higher‑education financing, student loan systems, or income‑share agreement models.
• Strong analytical and quantitative research skills, with the ability to synthesize complex data.
• Familiarity with Rwanda’s education sector and public‑policy environment is preferred.
