Digital Ecosystems Governance Specialist

About the role

QUALISYS Consulting is looking for a Digital Ecosystems Governance Specialist to support Rwanda’s digital transformation. The expert will help design and strengthen governance frameworks, coordinate institutions, and engage stakeholders across the digital ecosystem.

Key responsibilities

• Assess existing digital ecosystem governance structures and institutional arrangements.
• Develop or review digital governance frameworks, policies and coordination mechanisms.
• Support institutional and multi‑stakeholder coordination across the digital ecosystem.
• Advise on roles, responsibilities and accountability mechanisms among ecosystem actors.
• Support governance of digital platforms, services and enabling digital infrastructure.
• Identify governance gaps, risks and opportunities within Rwanda’s digital ecosystem.
• Provide recommendations aligned with Rwanda’s digital transformation priorities.
• Engage government, private sector, civil society and development partners.

Required profile

• Advanced degree in Public Policy, Digital Governance, ICT, Information Systems, Digital Transformation, Economics, Law or related field.
• 7+ years of relevant professional experience.
• Strong experience in digital governance, digital ecosystems and/or digital transformation.
• Demonstrated experience in institutional governance and stakeholder coordination.
• Experience working with government or public‑sector digital transformation programmes.
• Strong understanding of policy, regulatory and institutional aspects of digital ecosystems.
• Knowledge of Rwanda’s digital ecosystem and institutional environment is highly desirable.
• Excellent written and spoken English.
