Consultant for Market Readiness & Roadmap of Non‑Interest Capital Markets

About the role

We are seeking an experienced consultant to lead a market readiness assessment and develop a comprehensive roadmap for establishing non‑interest capital markets in Rwanda. The consultant will work closely with local regulators, market participants and stakeholders to design regulatory frameworks and capacity‑building programmes.

Key responsibilities

• Prepare an inception plan and detailed methodology for the market readiness assessment.
• Produce a Market Readiness Report outlining current gaps, opportunities and implementation steps.
• Draft comprehensive regulations and guidelines for non‑interest capital markets (NICMs).
• Design and deliver training materials and programmes for regulators and market participants.
• Incorporate stakeholder feedback and finalize the regulatory documents in a final report.

Required profile

• Proven experience in capital markets, preferably with non‑interest or Islamic finance structures.
• Demonstrated ability to develop regulatory frameworks and guidelines.
• Strong track record of conducting market assessments and delivering training programmes.
• Excellent analytical, writing and stakeholder‑engagement skills.
