Chief WASH (CEED) – Senior P-4 Role

About the role
The Chief WASH (Climate Change, Environment, Energy and Disaster Risk Reduction – CEED) leads UNICEF Rwanda’s strategy to ensure equitable access to safe water, sanitation and hygiene services. Reporting to the Deputy Representative, the role combines technical expertise with strategic leadership to strengthen national systems and improve resilience to climate‑related risks.
Key responsibilities
- Design, plan and oversee implementation of WASH & CEED programmes across communities, schools and health facilities.
- Provide strategic and technical guidance for policy development, sector coordination and partnership building with government and development actors.
- Strengthen decentralized WASH systems and promote climate‑resilient service delivery.
- Monitor and evaluate programme outcomes to ensure alignment with UNICEF’s child‑focused objectives.
- Lead a multidisciplinary team, managing resources, budgets and performance indicators.
Required profile
- Advanced university degree in Water Resources, Environmental Engineering, Public Health or related field.
- Extensive experience (minimum 8 years) in WASH programme design, implementation and management, preferably in a humanitarian or development context.
- Proven leadership experience at senior level, with a track record of influencing policy and coordinating multi‑stakeholder initiatives.
- Strong understanding of climate change impacts on water and sanitation services.
