Adaptation Monitoring & Knowledge Management Technical Advisor (Consultant)

About the role

The United Nations Environment Programme (UNEP) is seeking a consultant to provide expert advice on adaptation monitoring, knowledge management and technical support for Rwanda’s National Adaptation Planning (NAP) process. The role will support the implementation of Component 3 of the “Building the Capacity of Rwanda’s government to advance the National Adaptation Planning Process” project.

Key responsibilities

• Develop and operationalise a monitoring framework to track long‑term adaptation outcomes and the NAP process in Rwanda.
• Support knowledge‑management activities, including collection, analysis and dissemination of lessons learned from the NAP implementation.
• Provide technical advice to project teams and stakeholders on adaptation monitoring and review.
• Facilitate the synthesis of experience and best practices to inform policy and programme adjustments.

Required profile

• Advanced degree in environmental science, climate change, development studies or a related field.
• Proven experience in designing and implementing monitoring and evaluation frameworks for climate adaptation projects.
• Strong background in knowledge‑management processes and capacity‑building in a development context.
• Excellent analytical and communication skills, with ability to work with government agencies and international partners.
