Social & Behavior Change Innovation Specialist (P-3)

About the role

The Social & Behavior Change (SBC) Innovation Specialist will support UNICEF Rwanda in designing, implementing and scaling evidence‑based behaviour change interventions. Reporting to the Deputy Representative, the role blends technical SBC expertise with innovative, technology‑enabled approaches to improve children’s health, protection and development outcomes.

Key responsibilities

• Develop and embed a systematic, evidence‑based SBC strategy across programme cycles.
• Integrate digital tools, social listening, AI‑supported analytics and behavioural insights into SBC design, implementation and monitoring.
• Facilitate stakeholder engagement, including communities, civil‑society partners, government counterparts and frontline service providers.
• Generate timely data‑driven insights to enhance community participation and scale interventions, especially for adolescents and caregivers.
• Collaborate with programme teams and external partners to ensure innovation is mainstreamed within SBC activities.

Required profile

• Advanced university degree in social sciences, public health, communication, development studies or a related field.
• Professional experience in social and behaviour change programming, preferably in humanitarian or development contexts.
• Demonstrated ability to work with multi‑sectoral teams and diverse stakeholders.
• Strong analytical mindset with experience in data‑driven decision making.

Required skills

• Knowledge of digital engagement platforms and social listening tools.
• Understanding of behavioural insights and AI‑supported analytics for programme design.
• Experience in designing evidence‑based SBC interventions.
