About the role
The Clinton Health Access Initiative (CHAI) is seeking a Senior Technical Advisor to lead Human Resources for Health initiatives in Rwanda. This senior position will support the Government of Rwanda’s effort to achieve Universal Health Coverage by strengthening health workforce planning, policy, and implementation.
Key responsibilities
- Provide strategic technical advice to the Government of Rwanda on health workforce policies, planning, and financing.
- Lead the design, implementation, and monitoring of HR for health programs within CHAI’s Health System Strengthening portfolio.
- Collaborate with ministries, donors, and partners to align HR interventions with national health strategies.
- Analyze health workforce data to identify gaps, forecast needs, and recommend evidence‑based solutions.
- Support capacity building for government staff on HR information systems and best practices.
Required profile
- Senior‑level professional with extensive experience in human resources for health or health systems strengthening.
- Proven track record working with government ministries and international donors in low‑ and middle‑income settings.
- Strong understanding of Universal Health Coverage goals and primary health care systems.
- Excellent communication and stakeholder‑engagement skills.
Required skills

- Project management in multi‑partner environments.
