Senior Consultant – Social Work Council Development (Remote, Rwanda)

About the role
UNICEF Rwanda is seeking a senior consultant to lead the design and implementation of a legal and institutional framework for a Social Work Council in Rwanda. The assignment is remote and open to Rwandan nationals only.
Key responsibilities
- Facilitate a participatory process to draft legislation governing social work practice.
- Develop institutional and operational structures for a functional, accountable Social Work Council.
- Design a licensing, accreditation, and supervision system for social workers.
- Ensure the framework aligns with child protection objectives and government endorsement.
Required profile
- Advanced degree in law, public policy, social work, or a related field.
- Proven experience in legal drafting, policy development, or institutional design, preferably in the social services sector.
- Demonstrated ability to work with government agencies, professional bodies, and civil society.
- Strong analytical and stakeholder‑engagement skills.
