Quantity Surveyor Lead – $8M Infrastructure Projects

About the role

One Acre Fund is seeking an experienced Quantity Surveyor Lead to manage over USD 8 million of infrastructure projects at the Rwanda Institute of Conservation Agriculture (RICA). The role ensures on‑time, on‑budget delivery of the Seed Centre, bulk utilities, and irrigation installations.

Key responsibilities

• Lead cost planning, estimation, forecasting and cost‑to‑complete assessments for multiple construction projects.
• Conduct market price surveys, tendering and commercial management, maintaining compliance with contracts and procurement procedures.
• Monitor project expenditure, variations and forecasts, recommending corrective actions as needed.
• Prepare cash‑flow forecasts, financial reports and review contractor payment claims.
• Supervise the Inventory Coordinator, ensuring accurate material recording, storage and reconciliation.
• Directly manage the Inventory Coordinator and collaborate with project managers, procurement, contractors and suppliers.

Required profile

• Bachelor’s degree in Quantity Surveying or a closely related field.
• At least 5 years of quantity surveying experience on projects of similar scale (≈ USD 8 million).
• Registration with the Rwanda Institute of Quantity Surveyors or an equivalent professional body.
• Strong understanding of construction methods, measurement standards, contract administration and building regulations.
