About the role
The Construction Officer will work in Early Childhood Development (ECD) settings, conducting field visits and interacting with children and communities. The role focuses on reviewing assessment findings, preparing technical documents and supervising rehabilitation and renovation works to ensure they meet quality, safety and budget standards.
Key responsibilities
- Review ECD centre assessment findings and approved CIP priorities.
- Prepare and review Bills of Quantities (BoQs), scopes of work, activity plans and technical specifications.
- Verify measurements, quantities, materials and work requirements on site.
- Supervise rehabilitation and renovation works against approved BoQs, budgets, timelines and technical standards.
- Monitor workmanship, materials, safety and site conditions, identifying defects or deviations.
- Provide technical guidance to ECD owners, communities and other implementation partners.
- Participate in monitoring visits, joint verification, final inspection and completion of assigned works.
- Prepare site notes, photographs and concise technical progress updates, maintaining required documentation.
- Identify technical risks, delays and quality concerns and recommend corrective actions.
Required profile
- Bachelor’s degree in civil engineering, construction engineering, architecture or a related field.
- Active membership of a regulated professional body (e.g., Institution of Engineering).
- Fluency in English and Kinyarwanda with strong communication and report‑writing skills.
- Experience preparing/reviewing BoQs and supervising construction, rehabilitation or renovation projects.
- Ability to interpret drawings, specifications and technical documents.
