Digital Public Infrastructure Data Governance Specialist

About the role

RWANDAQUALISYS Consulting is looking for an experienced Data Governance Specialist to support a Digital Public Infrastructure (DPI) consulting assignment in Rwanda. The role focuses on designing and strengthening data governance frameworks that enable secure, interoperable, and responsible use of public‑sector data.

Key responsibilities

• Develop and review data governance frameworks for DPI initiatives.
• Support data‑sharing, interoperability, and data‑exchange mechanisms.
• Advise on data management, quality, access, and accountability.
• Assess institutional roles and governance structures.
• Promote secure and responsible use of public‑sector data.
• Provide technical recommendations aligned with Rwanda’s digital transformation agenda.
• Engage with relevant government and ecosystem stakeholders.

Required profile

• Advanced degree in Data Governance, Information Systems, Computer Science, Digital Transformation, Public Policy or related field.
• 7+ years of professional experience in data governance and/or DPI.
• Strong understanding of interoperability and data‑sharing frameworks.
• Experience with government or public‑sector digital transformation programmes.
• Excellent analytical, communication and stakeholder‑management skills.
• Fluent written and spoken English.
