About the role
The UNICEF office in Kigali is seeking a senior consultant to lead research coordination, remedial learning implementation research, and government data analysis. The role focuses on generating policy‑relevant evidence and building sustainable analytical capacity within the Ministry of Education and its partners.
Key responsibilities
- Generate timely, policy‑relevant evidence to strengthen the national remedial learning programme.
- Institutionalise repeatable analytical routines for the Ministry of Education, REB and NESA.
- Conduct co‑analysis, mentoring and develop standard operating procedures, reusable scripts and templates.
- Deliver a final technical hand‑over package at the end of the 12‑month consultancy.
Required profile
- Advanced university degree (Master’s or higher) in Education, Statistics, Economics, Data Science or related social sciences.
- Minimum eight years of experience in education research, implementation research, programme evaluation or learning assessment analysis, preferably in Rwanda or similar contexts.
- Fluency in English; French is an advantage.
Required skills
- Advanced data analytics: cleaning, integrating and analysing large datasets.
- Reproducible statistical analysis using Stata and/or R.
- Mixed‑methods research linking quantitative and qualitative evidence.
- Costing and value‑for‑money analysis for scale‑up decisions.
- Technical assistance and capacity‑strengthening through co‑working and mentoring.
