Chief Technical Adviser – Digital Skills for TVET

About the role

The Chief Technical Adviser (CTA) will lead the implementation of the “Digital Skills for Quality TVET” project (RWA/027) in Rwanda. Reporting to LuxDev, the CTA will ensure that project activities, budgets and partnerships are managed in line with LuxDev’s quality standards and the donor’s requirements.

Key responsibilities

• Oversee the launch and operational set‑up of the project, including the preparation and signing of Operational Partnership Agreements.
• Design, present and maintain the multi‑year action plan, coordinating with the steering committee and project partners.
• Manage the project’s financial commitments, including signature authority on the project bank account and compliance with the Luxembourg Government’s contribution.
• Monitor and report on project progress, ensuring alignment with the three intervention areas: TVET infrastructure, teacher capacities and the Education Management Information System (EMIS).
• Facilitate stakeholder participation, promote evidence‑based decision‑making and ensure the project contributes to Luxembourg’s development strategy.

Required profile

• Proven experience in managing donor‑funded development projects, preferably in the education or ICT sector.
• Strong knowledge of TVET systems, blended learning approaches and data‑driven education management.
• Ability to represent the donor as first‑level authority and to sign financial commitments on behalf of the project.
• Excellent communication and coordination skills to work with government agencies, training institutions and international partners.

Required skills

• Experience with Education Management Information Systems (EMIS) and data collection tools.
• Competence in designing and implementing digital learning platforms for vocational training.
• Project management and financial oversight capabilities.
