Testing & Commissioning Manager

About the role

This position leads the testing and commissioning activities for a landmark aviation project in Rwanda. You will coordinate all commissioning phases, ensuring seamless integration of civil, structural, MEP and special systems to meet regulatory and operational requirements.

Key responsibilities

• Develop and implement the Project Commissioning Management Plan covering all system packages.
• Create and maintain a detailed commissioning programme aligned with the master construction schedule.
• Chair the Commissioning Coordination Group and manage interfaces between contractors, designers and the airport operator.
• Oversee factory acceptance tests (FAT), site acceptance tests (SAT) and integrated systems tests (IST).
• Maintain the Commissioning Tracker, recording test certificates, witnessed tests and acceptance sign‑offs.
• Liaise with RCAA, ICAO and other authorities for inspections, certifications and operational approvals.
• Manage snagging, defect close‑out and operator training during the commissioning period.
• Hand over all commissioning documentation, O&M manuals, warranties and spares schedules to the airport operator.

Required profile

• Minimum 10 years’ experience in testing and commissioning management on major infrastructure, aviation or complex building projects.
• Proven track record commissioning complex MEP systems and special systems such as BMS, SCADA and BHS.
• Experience working with airport regulatory bodies (RCAA or equivalent) is strongly preferred.
• Degree in Mechanical, Electrical or Systems Engineering; professional membership is a plus.
• Highly organised with strong programme management skills and ability to handle multiple overlapping workstreams.

Required skills

• Commissioning of complex MEP systems (HV/LV distribution, HVAC, fire protection, standby power).
• Commissioning of special systems including BMS, SCADA and BHS.
• Execution of FAT, SAT and integrated systems testing.
• Familiarity with regulatory inspection and certification processes (RCAA, ICAO).
