Senior Institutional Reform / Public Governance Expert

About the role

NTU International is seeking a Senior Institutional Reform / Public Governance Expert to support an EU‑funded Technical Assistance project for ECOWAS transport governance. The role focuses on strengthening institutional capacities, governance systems and public sector effectiveness across the West African region.

Key responsibilities

• Conduct institutional assessments, governance diagnostics and organisational reviews of transport‑related entities.
• Develop and implement reform strategies, governance improvement plans and coordination mechanisms.
• Advise ECOWAS institutions and Member States on regulatory effectiveness and public sector governance.
• Prepare institutional analyses, policy recommendations, technical reports and support monitoring and evaluation.
• Lead capacity‑building programmes, organisational development initiatives and stakeholder participation activities.

Required profile

• Master’s degree in public administration, governance, political science, economics, law or a related field.
• Minimum 10 years of professional experience in institutional reform, public sector governance or organisational development, preferably in Sub‑Saharan Africa.
• At least 7 years of experience providing governance advisory services or public sector capacity development.
• Proven experience with donor‑funded programmes and international development cooperation.
