Labor Relations Officer

About the role

Elegancia MEP is looking for a proactive Labour Relations Officer to manage labour relations and support HR operations for the NBIA Project in Rwanda. The role ensures compliance with Rwandan labour laws, company policies, and project requirements while working closely with project management, employees, government authorities and other stakeholders.

Key responsibilities

• Provide guidance on Rwandan labour laws, employment regulations and company HR policies.
• Prepare, review and maintain employment contracts, employee records and ensure compliance with legislation.
• Support employee mobilisation, onboarding, induction, deployment, transfer and separation processes.
• Manage employee relations matters, including grievances, disciplinary cases, investigations and conflict resolution.
• Monitor attendance, working hours, overtime, leave and manpower movements, coordinating with payroll and HR teams.
• Coordinate with government authorities for labour‑related documentation, inspections, audits and statutory reporting.
• Track changes in Rwandan labour legislation and advise management on impact.
• Prepare regular reports on headcount, attendance, employee‑relations cases and compliance.

Required profile

• Bachelor’s degree in Human Resources, Business Administration, Labour Relations or related field (preferred).
• Minimum three years of experience in labour relations, employee relations or HR operations.
• Strong knowledge of Rwandan labour laws and employment regulations.
• Previous HR experience in construction, engineering, MEP or infrastructure projects is an advantage.
• Experience coordinating with government authorities and labour‑related institutions.

Required skills

• Exposure to ERP or HR systems such as SAP or Oracle.
• Proficiency in Microsoft Office applications.
