Chief Representative – Rwanda Liaison Office

About the role

To represent and promote Kenya Reinsurance Corporation’s interests in Rwanda, driving business development, stakeholder engagement and market intelligence, and serving as the Corporation’s primary point of contact with cedants, brokers, the National Bank of Rwanda and other stakeholders, in line with Group strategy and regulatory requirements.

Key responsibilities

• Develop and implement a market development strategy to grow Kenya Re’s visibility and business volumes in Rwanda, identifying and originating business opportunities with cedants, brokers and partners.
• Promote Kenya Re’s products and value proposition, supporting rollout of new products tailored to the Rwandan market in liaison with Head Office technical teams.
• Build and maintain strong relationships with cedants, brokers, industry associations and serve as the primary liaison with the National Bank of Rwanda and other authorities.
• Gather and analyse market intelligence on the Rwandan insurance and reinsurance industry, preparing regular reports for Head Office and coordinating statutory submissions.
• Oversee day‑to‑day administration of the Rwanda Liaison Office, ensuring compliance with local laws, Group policies, and managing office staff, budget and resources.

Required profile

• Bachelor’s degree in insurance, actuarial science, finance, economics or related field; a Master’s degree is an advantage.
• Chartered Insurance Institute (CII) / ACII qualification or equivalent professional membership.
• At least 15 years of relevant experience, including 3 years at Assistant Manager level or higher, with proven business development and stakeholder engagement in insurance or reinsurance.
• Demonstrable knowledge of reinsurance underwriting, claims, treaty and facultative arrangements and the regulatory frameworks in Rwanda and East Africa.
• Ability to meet the integrity and fit‑and‑proper requirements of the National Bank of Rwanda and Chapter Six of the Constitution of Kenya.
• Excellent oral and written communication, negotiation and presentation skills.
