Climate Finance Senior Officer

About the role

The Global Green Growth Institute (GGGI) is seeking a Climate Finance Senior Officer to act as Project Manager for the Climate Finance Department (CFD) technical advisory project in Rwanda. Based in Kigali, the incumbent will report jointly to the GGGI Rwanda Country Representative and the Head of the CFD at the Ministry of Finance and Economic Planning (MINECOFIN), ensuring the project delivers high‑impact results.

Key responsibilities

• Lead the full lifecycle of the CFD technical advisory project, from implementation to closure, in close coordination with GGGI, the donor and government stakeholders.
• Manage day‑to‑day project activities, guaranteeing timely and high‑quality outputs that meet MINECOFIN and donor requirements.
• Provide strategic and operational guidance for operationalising the CFD, aligning with GGGI’s global strategies.
• Serve as the primary technical advisor to the CFD, delivering innovative solutions to achieve Rwanda’s climate finance targets.
• Facilitate the integration of climate and nature priorities into national development planning and financing mechanisms.

Required profile

• Extensive knowledge of green investments, climate finance and blended financing instruments.
• Proven experience with Green, Social and Sustainability (GSS) bonds and carbon markets.
• Strong project management background, preferably in an international development context.
• Ability to work effectively with multiple stakeholders, including government, donors and multilateral partners.
• Senior‑level expertise and a track record of delivering results in complex environments.

Required skills

• In‑depth understanding of GSS bonds and carbon market mechanisms.
• Project management methodologies and tools.
• Analytical skills for climate finance architecture design.
