Technical Expert on Climate Change and Health (5‑month consultancy)

About the role

UNICEF is seeking a Technical Expert on Climate Change and Health to support the Ministry of Health (MOH) in Rwanda. This 5‑month consultancy will be office‑based in Kigali with travel as required, focusing on designing and institutionalising a climate‑informed health intelligence and early warning system.

Key responsibilities

• Design, operationalise and institutionalise a climate‑informed health intelligence and early warning system for the MOH.
• Provide technical advice and capacity‑building to government counterparts on climate‑sensitive disease surveillance.
• Integrate climate and health data to support evidence‑based decision‑making and health system resilience.
• Develop risk‑assessment tools and decision‑support dashboards for timely response to climate‑related health risks.
• Collaborate with UN agencies, government officials and other stakeholders to ensure alignment with national health strategies.

Required profile

• Advanced university degree in public health, environmental and climate science, epidemiology or health economics.
• Minimum eight years of relevant professional experience.
• Demonstrated expertise in climate and health intelligence, early warning systems and decision‑support tools.
• Experience providing technical advice and capacity‑building to health ministries or public sector agencies.
• Strong analytical, communication and report‑writing skills.
