Senior PPP / Blended Finance Expert

About the role

NTU International is seeking a Senior PPP / Blended Finance Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance. The role will focus on structuring, financing and mobilising investment for regional transport infrastructure and corridor projects across the ECOWAS region.

Key responsibilities

• Support the structuring and financing of regional transport infrastructure and corridor investment projects.
• Provide technical advice on public‑private partnerships (PPPs), blended‑finance mechanisms and infrastructure investment models.
• Conduct financial, economic and commercial analyses for transport projects.
• Prepare bankable investment proposals and financing strategies for IFIs, development partners and private investors.
• Advise ECOWAS institutions and national stakeholders on risk allocation, private‑sector participation and infrastructure finance.
• Identify and mobilise climate‑finance and sustainable infrastructure funding opportunities.
• Develop and review financial models, PPP structures and investment frameworks.
• Facilitate dialogue with development finance institutions, donors, investors and private‑sector stakeholders.
• Deliver technical assistance, workshops and capacity‑building activities on PPPs, blended finance and project finance.
• Contribute to monitoring, reporting and analytical outputs related to infrastructure financing.

Required profile

• Master’s degree in economics, finance, business administration, infrastructure finance, public policy or a related field.
• Minimum 10 years of professional experience in infrastructure finance, PPP advisory, investment structuring or blended finance.
• Proven experience on infrastructure or transport projects in developing countries, preferably in Sub‑Saharan Africa.
• Experience in international development cooperation and donor‑funded programmes.
• At least 7 years of hands‑on experience with PPPs, project finance, blended finance or infrastructure investment advisory.
