People & Culture Manager

About the role

The People & Culture Manager will lead all human‑resource functions for Pharo Foundation’s Rwanda operations, ensuring the attraction, development, engagement and retention of high‑performing talent. Reporting to the Country Director, the role combines strategic HR leadership with day‑to‑day execution to build a culture aligned with the Foundation’s mission.

Key responsibilities

• Develop and implement HR strategies that embed the Foundation’s vision, mission and values.
• Design and oversee recruitment processes, working with line managers to meet staffing needs efficiently.
• Drive employee engagement initiatives to foster passion, investment and motivation.
• Ensure compliance with HR policies and create internal checks for consistent process understanding.
• Collaborate with the Global People & Culture Director to position the Foundation as an employer of choice in Rwanda.
• Lead talent management, employee experience and organizational development activities.

Required profile

• Proven experience in leading HR functions within a multi‑site or international organization.
• Strong ability to develop and execute HR processes and engagement strategies.
• Excellent stakeholder management skills, working closely with senior leadership and global HR teams.
