IPC Technical Consultant – Review Guidelines & SOPs for Rwanda MOH

About the role

The Rwanda Ministry of Health (MOH) seeks an experienced Infection Prevention and Control (IPC) Technical Consultant to support the finalisation of national IPC documents. Working with Jhpiego and the MOH’s Environmental Health Team, the consultant will ensure that guidelines, SOPs, training materials, job aids and electronic reporting tools align with current best practices and the country’s strategic plan.

Key responsibilities

• Conduct a situational analysis to align draft IPC guidelines, SOPs, training materials and job aids with the latest national context.
• Deep‑review, proofread and improve the draft National IPC Guidelines, including clinical IPC and VHF (viral haemorrhagic fever) components.
• Review and enhance existing SOPs, training manuals, and job aids; propose updates where gaps are identified.
• Assess and update IPC content in pre‑service training curricula.
• Develop a facilitator’s training manual for IPC trainers and disseminate approved documents.
• Design monitoring and auditing tools, including IPC indicators, to evaluate framework performance.
• Create a Health‑Care Associated Infection (HAI) surveillance strategy for Rwanda.

Required profile

• Advanced degree in public health, epidemiology, nursing, or a related health discipline.
• Proven experience in IPC program development, guideline review, or health‑system strengthening, preferably in low‑resource settings.
• Familiarity with national and international IPC standards and best practices.
• Strong analytical and technical writing skills.
• Ability to work collaboratively with government officials, NGOs, and multidisciplinary teams.

Required skills

• Expert knowledge of Infection Prevention and Control principles.
• Experience drafting and revising health policy documents, SOPs, and training curricula.
• Competence in developing monitoring tools and surveillance strategies.
