Consultant for Global Fund GC8 Application Development (HIV, TB, Malaria)

About the role

The consultant will support the development of the Global Fund GC8 continuation application for HIV, TB and malaria in Rwanda. Working remotely, the role involves close collaboration with the Ministry of Health, Rwanda Biomedical Centre and multiple stakeholders to design a high‑impact, evidence‑based programme.

Key responsibilities

• Identify and prioritize high‑impact interventions across HIV, TB, malaria and RSSH to maximise value for money.
• Develop a comprehensive GC8 continuation application aligned with all relevant modules.
• Prepare a detailed, justified budget and unit cost breakdown.
• Complete and validate the Health Product Management Template (HPMT) and ensure alignment with the national CPDS.
• Prepare all required GC8 annexes and supporting documentation.

Required profile

• Master’s degree in Public Health, Epidemiology, Health Economics, Health Policy or related field; PhD is an asset.
• Minimum 10 years of international experience as a senior public‑health expert, including grant writing and management.
• Proven ability to facilitate multi‑stakeholder processes and work with governments, UN agencies, donors and civil‑society organisations.
• Experience engaging vulnerable populations affected by HIV, TB or malaria.

Required skills

• Expertise in grant writing and budgeting for health programmes.
• Strong knowledge of Global Fund application processes and modules.
• Familiarity with health product quantification and national procurement systems.
