Technical Advisor, Local Manufacturing, Health Systems Strengthening

About the role

The Technical Advisor will support CHAI’s local manufacturing and health‑systems strengthening initiatives in Rwanda. Working closely with government partners, the advisor will help design and implement strategies that improve the availability, quality, and financing of essential health services.

Key responsibilities

• Provide technical guidance on local pharmaceutical manufacturing processes and capacity building.
• Collaborate with Ministry of Health and other stakeholders to develop and scale primary health‑care reforms.
• Assist in designing sustainable financing mechanisms for essential health services.
• Monitor and evaluate the impact of manufacturing and health‑system interventions.
• Contribute to knowledge sharing and documentation of best practices for national rollout.

Required profile

• Advanced degree in public health, health policy, pharmaceutical sciences, or a related field.
• Proven experience working with government agencies on health‑system strengthening or local manufacturing projects.
• Strong understanding of primary health‑care delivery, financing, and regulatory environments in low‑ and middle‑income countries.
• Excellent communication and stakeholder‑engagement skills.
