Social & Behavior Change Specialist (Innovation) – P-3

About the role

The Social & Behavior Change (SBC) and Innovation Specialist supports UNICEF Rwanda in designing and implementing evidence‑based SBC strategies. Reporting to the Deputy Representative, the role focuses on integrating innovative, technology‑enabled approaches to drive measurable behavioral change for children’s rights, survival and wellbeing.

Key responsibilities

• Provide technical and operational support to develop systematic SBC strategies as part of programme planning and implementation.
• Integrate digital tools, behavioural insights, and data‑driven methods into SBC programming.
• Leverage social listening, digital engagement channels, and emerging AI‑supported analytics to generate timely insights.
• Promote stakeholder, community, civil‑society and government participation to achieve sustainable social change.
• Support monitoring and evaluation of behaviour‑change interventions, especially among adolescents.

Required profile

• Reports to the Deputy Representative and works closely with programme teams, partners and government counterparts.
• Demonstrates experience in applying social and behavioural science to development or humanitarian contexts.
• Ability to translate evidence and digital insights into actionable programme designs.
