Social & Behavior Change Specialist (Innovation) – P-3 (Fixed Term)

About the role

The Social & Behavior Change (SBC) and Innovation Specialist will support UNICEF Rwanda in designing and implementing evidence‑based SBC strategies. Reporting to the Deputy Representative, the role focuses on integrating innovative, technology‑enabled approaches to drive measurable behavior change, especially among adolescents.

Key responsibilities

• Provide technical and operational support for developing systematic, evidence‑based SBC strategies.
• Integrate digital tools, behavioural insights, and data‑driven methods into programme design, implementation and monitoring.
• Leverage social listening, digital engagement channels and emerging AI‑supported analytics to generate timely insights.
• Promote measurable behavioural and social change through stakeholder engagement, community participation and partnership with civil society and government.
• Contribute to the planning, execution and evaluation of SBC interventions across health, nutrition, hygiene and protection sectors.

Required profile

• Proven experience in social and behaviour change programming in development or humanitarian contexts.
• Strong understanding of evidence‑based SBC methodologies and innovation approaches.
• Ability to work collaboratively with diverse stakeholders, including government, NGOs and community groups.
• Experience at senior professional (P‑3) level, with demonstrated leadership and analytical skills.
