Social & Behavior Change Specialist (Innovation) – P-3, Fixed Term

About the role

The Social & Behavior Change (SBC) and Innovation Specialist will support UNICEF Rwanda in designing and implementing evidence‑based SBC strategies that integrate digital and innovative approaches. Reporting to the Deputy Representative, the specialist will work closely with government partners, civil society, and communities to drive measurable behaviour change that improves children’s rights, survival and wellbeing.

Key responsibilities

• Provide technical and operational support for the development of systematic SBC strategies across programme cycles.
• Integrate innovative, technology‑enabled solutions such as digital tools, social listening platforms and AI‑supported analytics into SBC interventions.
• Lead data‑driven design, implementation and monitoring of behaviour‑change activities, especially for adolescents.
• Facilitate stakeholder engagement, community empowerment and participation to ensure sustainable social change.
• Generate timely insights through digital engagement channels and social listening to inform programme adjustments.

Required profile

• Advanced degree in public health, social sciences, communication, or a related field.
• Proven experience in SBC, innovation and digital approaches within development or humanitarian contexts.
• Strong analytical skills and ability to translate data into actionable programme recommendations.
• Experience working with government, NGOs and community groups in Rwanda or similar settings.
