Senior Consultant for Rwanda Social Work Council (Remote, Nationals only)

About the role
UNICEF Rwanda is seeking a senior consultant to lead the development of a legal and institutional framework for a Social Work Council in Rwanda. The role is remote and limited to Rwandan nationals, lasting eight months.
Key responsibilities
- Facilitate a participatory, inclusive process to draft legislation governing social work practice.
- Design institutional and operational structures for a functional, accountable Social Work Council.
- Develop licensing, accreditation, and supervision mechanisms for the social service workforce.
- Ensure the framework aligns with child protection objectives and gains government endorsement.
Required profile
- Master’s degree in law, social work, social sciences or a related field.
- Proven experience in legal drafting, policy development or social work sector reforms.
- Strong understanding of Rwanda’s social service landscape and child protection systems.
