Research Coordination & Data Analysis Consultant (Remedial Learning)

About the role

The consultant will lead research coordination and data analysis for Rwanda’s national remedial learning programme, generating policy‑relevant evidence and building sustainable analytical routines for the Ministry of Education, REB and NESA.

Key responsibilities

• Produce timely quantitative and qualitative evidence on programme implementation and learning outcomes.
• Develop and document standard operating procedures, reusable scripts and templates in Stata/R.
• Mentor and co‑analyse with government teams to embed analytical capacity.
• Conduct costing and value‑for‑money analyses to inform scale‑up decisions.
• Prepare a final technical hand‑over package and ensure data protection and quality assurance.

Required profile

• Advanced university degree (Master’s or higher) in Education, Statistics, Economics, Data Science or a related social science.
• At least eight years of experience in education research, implementation research, programme evaluation or learning assessment analysis, preferably in Rwanda or similar contexts.
• Fluency in English (written and spoken); French is an advantage.

Required skills

• Proficiency in Stata and/or R for reproducible statistical analysis.
• Advanced data analytics, including cleaning, integrating and analysing large datasets.
• Costing and value‑for‑money analysis.
