Monitoring, Evaluation and Learning (MEL) Expert

About the role

The Monitoring, Evaluation and Learning (MEL) Expert will support NTU International in designing, implementing and continuously improving the MEL framework for the Africa‑EU Space Partnership Programme (AESPP Boost). The role focuses on establishing robust indicators, baselines, data collection protocols and evidence‑based learning to strengthen the programme’s impact.

Key responsibilities

• Design and operationalise the MEL framework for a donor‑funded, multi‑partner space programme.
• Develop and validate indicators, baselines and data collection tools.
• Lead data analysis, evidence consolidation and impact assessment activities.
• Provide guidance on results‑based management and learning processes.
• Collaborate with EU and African stakeholders to ensure alignment with programme objectives.

Required profile

• Master’s degree in evaluation, statistics/data science, development economics, social sciences or a related field (or four years equivalent experience).
• Minimum 8 years of professional experience in monitoring and evaluation, results‑based management or programme evaluation.
• At least 4 years of experience designing or operating MEL frameworks for donor‑funded or complex multi‑partner programmes.
• Excellent command of English; working knowledge of French or Portuguese is an asset.
