Research Coordination & Data Analysis Consultant (Remedial Learning)

About the role
UNICEF is seeking an experienced consultant to lead research coordination, remedial learning implementation research, and government data analysis in Rwanda. The role focuses on generating timely, policy‑relevant evidence for the national remedial learning programme and building sustainable analytical routines for key education ministries.
Key responsibilities
- Produce high‑quality evidence that informs policy and improves implementation of the remedial learning programme.
- Design and institutionalise repeatable analytical workflows, including SOPs, reusable scripts, and templates.
- Conduct mixed‑methods research, linking quantitative datasets with qualitative observations such as lesson monitoring.
- Provide hands‑on technical assistance, co‑analysis, and mentorship to MINEDUC, REB, and NESA teams.
- Perform costing and value‑for‑money analyses to support scale‑up decisions.
- Deliver a comprehensive technical handover package at the end of the 12‑month consultancy.
Required profile
- Advanced university degree (Master’s or higher) in Education, Statistics, Economics, Data Science or a related social science.
- Minimum eight years of experience in education research, implementation research, programme evaluation or learning‑assessment analysis, preferably in Rwanda or similar contexts.
- Fluent in English (written and spoken); French is an added advantage.
Required skills
- Advanced data analytics: cleaning, integrating and analysing large datasets.
- Proficiency in Stata and/or R for reproducible statistical analysis.
- Experience with mixed‑methods research and linking quantitative and qualitative evidence.
- Capacity‑strengthening through co‑working, mentoring and joint analysis.
- Costing and scenario‑based projection skills.
