About the role
The European Union Delegation in Kigali is looking for a Project Officer to support private‑sector development, entrepreneurship and access to finance initiatives, including TVET programmes. Working under the Head of the Cooperation Section and the Team Leader for Economics & Good Governance, the officer will contribute to policy development and project management activities that advance the EU’s development agenda in Rwanda.
Key responsibilities
- Support sector analysis, monitor national trends and policies, and analyse data to inform EU policy and strategic interventions.
- Prepare delegation reports, publications, briefings and speeches, and liaise with relevant European Commission Directorates and agencies.
- Manage the full project cycle – programming, design, implementation, monitoring, evaluation and closure – in partnership with the Rwandan government and other stakeholders.
- Oversee procurement processes, including drafting terms of reference, launching tenders and participating in tender committees.
- Coordinate and monitor the EU partnership portfolio, identify financing opportunities and track European Fund for Sustainable Development guarantees and blended‑finance mechanisms.
- Provide occasional support outside regular hours as required by the delegation’s operational needs.
Required profile
- Relevant experience in private‑sector development, entrepreneurship, access to finance or TVET programmes.
- Demonstrated ability to conduct policy analysis, prepare analytical reports and manage development projects.
- Familiarity with EU funding procedures and procurement rules.
- Strong communication skills in English; knowledge of French or Kinyarwanda is an asset.
