Project Officer – Education

About the role

The European Union Delegation in Kigali is seeking a Project Officer to support the Education sector within its Cooperation Section. The position is based in Kigali and involves providing project management support, policy analysis and liaison with EU bodies.

Key responsibilities

• Support policy development by analysing national trends, monitoring sectoral issues and preparing reports, briefings and speeches.
• Maintain liaison with relevant European Commission Directorates‑General and European agencies.
• Manage the full project cycle – programming, design, implementation, monitoring, evaluation, closure and sustainability – in coordination with Rwandan partners and other EU implementing agencies.
• Oversee project administration, including procurement processes such as drafting terms of reference, launching tenders and assessing proposals.
• Contribute to the coordination and monitoring of the EU partnership portfolio and budget‑support programmes.

What we offer

• Fixed‑term contract for two years, with a possible renewal subject to budgetary availability.
• Placement within a 22‑member Cooperation Section, working closely with the Head of Section and the Team Leader for Sustainable Urbanisation, Health & Education.
• Opportunity to work on EU‑funded education projects in Rwanda.
• Occasional atypical working hours as required by project needs.
