National Consultant – Costed Nutrition Strategy (Kigali, 4 months)

About the role

UNICEF seeks an experienced nutrition consultant to lead the development of a costed National Nutrition Strategy for Rwanda. The assignment is office‑based in Kigali and will run for approximately four months.

Key responsibilities

• Review existing nutrition policies and ensure strategic alignment.
• Conduct situational analysis and stakeholder mapping, including consultations.
• Develop the Nutrition Strategic Plan and its results framework.
• Cost the strategic plan and support financing and resource mobilisation.
• Design implementation and governance frameworks.
• Establish monitoring, evaluation and learning (MEL) arrangements.
• Perform risk analysis for the strategy.

Required profile

• Master’s degree in Nutrition, Health Sciences, Public Health, Global Health, Health Economics or related field.
• Minimum seven years of professional experience in nutrition policy, health financing and multisectoral program design.
• Proven experience developing national strategies, technical reports, policy briefs and guidelines.
• Strong background in stakeholder engagement, workshop facilitation and capacity‑building activities.
• Fluency in English and Kinyarwanda; French is an asset.

Required skills

• In‑depth knowledge of nutrition programmes (maternal, infant, young child, micronutrient interventions, community nutrition).
• Familiarity with national health and nutrition policies and public‑health principles.
• Strong analytical and quantitative abilities for data collection, analysis, interpretation and presentation.
• Ability to synthesize complex information and produce evidence‑based recommendations.
• Excellent report‑writing and communication skills.
