National Consultant – Child Protection & MHPSS for Ebola Response

About the role
UNICEF is seeking a National Consultant to provide specialist support for child protection and mental health and psychosocial support (MHPSS) within Rwanda’s Ebola preparedness and response framework. This 6‑month, office‑based assignment will involve mission travel and close collaboration with government partners.
Key responsibilities
- Develop and deliver technical tools, guidelines, SOPs and training packages on child protection and MHPSS for Ebola response.
- Support Government systems and coordination structures in integrating child‑focused protection and psychosocial interventions.
- Provide technical advice to UNICEF and government counterparts to strengthen national readiness and response mechanisms.
- Produce high‑quality, time‑bound outputs that address identified gaps in UNICEF’s internal capacity.
- Facilitate knowledge sharing and capacity‑building workshops for stakeholders.
Required profile
- Minimum BA in Public Health, Social Work, Psychology, Child Protection, Social Policy or related field.
- At least 8 years of progressively responsible experience in child protection, mental health & psychosocial support, or public health emergency response.
- Demonstrated experience with Ebola or other infectious disease outbreak preparedness and response.
- Proven ability to develop technical tools, guidelines, SOPs or training packages.
- Experience supporting government social services, health or emergency coordination structures.
Required skills
- Technical writing and guideline development.
- Design of training materials and capacity‑building tools.
- Strong analytical and documentation skills for emergency contexts.
