Internal Control Officer

About the role

The Internal Control Officer assesses, monitors and strengthens the internal control systems of the Eye Center of Excellence. The role ensures compliance with hospital policies, donor requirements and national regulations while safeguarding assets, preventing fraud and supporting operational efficiency. It works closely with Finance, Procurement, HR and Administration teams. The position is based in Kigali and is full time.

Key responsibilities

• Risk management and internal controls: evaluate existing controls, identify financial, operational and compliance risks, conduct spot checks, surprise audits and reviews of key transactions
• Financial oversight: verify financial records and reports, review expenditure, procurement and payroll transactions, ensure segregation of duties and support internal and external audits
• Operational compliance: review procurement, supplier contracts and inventory; monitor HR compliance (contracts, benefits, attendance); check adherence to SOPs, health and safety and quality standards
• Reporting and advisory: prepare internal control reports for management and the Board, follow up on recommendations, train staff on compliance, ethics and internal controls

Required profile

• Bachelor's degree in Finance, Accounting, Auditing or a related field (Master's preferred)
• Professional certification such as CPA, ACCA, CIA or CISA highly desirable
• 4-6 years' experience in internal audit, compliance or risk management, preferably in healthcare, NGOs or donor-funded projects
• Knowledge of Rwanda's financial, procurement and labour regulations and experience with donor compliance and reporting
• Fluent English; Kinyarwanda and French are an advantage
