Health Economics & Outcomes Research (HEOR) Specialist

About the role

HEOR Africa is seeking a remote, project‑based consultant to design, adapt, and implement health economic models for African decision‑makers. You will work virtually with teams in Kigali and Addis Ababa, ensuring analyses are transparent, reproducible, and meet CHEERS 2022 standards. This contract position focuses on delivering locally relevant cost‑effectiveness and budget impact evidence.

Key responsibilities

• Design, adapt, and implement health economic models, including cost‑effectiveness and budget impact analyses, on a per‑project basis.
• Conduct remote literature reviews, data extraction, and localized costing studies.
• Prepare payer evidence packages, value dossiers, and transparent reports for assigned projects.
• Collaborate on reproducible, version‑controlled analytic pipelines and support virtual R‑based training or capacity‑building.
• Translate findings into actionable insights for ministries, payers, donors, and industry partners.

Required profile

• Master’s degree or higher in Health Economics, Public Health, Epidemiology, Pharmacy, Medicine, Biostatistics, or a related discipline.
• Advanced health economic modeling experience (cost‑effectiveness, budget impact) and proficiency in R or similar statistical software.
• Foundational clinical knowledge to interpret disease pathways, treatment patterns, and guidelines.
• Exceptional virtual stakeholder engagement and communication skills.
• Ability to work independently as a remote contractor, manage project‑specific deliverables, and adhere to reproducible, version‑controlled workflows. Prior experience with African health systems is essential.
